I have no idea, but walmart has been selling em for years, yet to this day I have never seen a car actually using them.

hmm, would depend on the state me thinks, could violate all sorts of things from permissible modifications to which colour lights your car could display. Regardless, it would be bait. You could get pulled over for it, and even if it doesn't violate a law they can surely find something to give you a ticket for.

I believe that the vehicle code dictates what colors can be visible from where on your car. The only color that can be visible from anywhere is Amber.

Probably fall under what ever the ruling for under-glow on a car would be. It would be cool if they changed color depending on acceleration. Red=Deceleration (like brake lights), Green (acceleration) something for steady state.

I guess rather, if these things piss off a cop and he cant find someone to ticket them directly, then I imagine them hunting around until they find something, perhaps one of those sly broken taillights things where they jab it with their night stick

Aren't neon lights under your car while driving considered a distraction and illegal in KS? I could be wrong but I thought they were.

first hand experience speaking, but your local laws may vary -
when I was a kid, I had those led valve stems caps along with every single piece of neon the local autozone/kragen/walmart/swapmeet sold - my car was called 'a rolling strip club'. By a cop.
The cop that pulled me over wanted to know what all the commotion was about with my windows down, interior glowing, music blaring, so naturally, he lit up his lights too, blared his mating call and had me park at a curb.
fast forward through the pointing and laughing, he looked at my car and said, 'Well, you're free to go' - then he handed me a pamphlet (tri-fold, glossy print) that they made after fasterer&furiouser came out to help punk kids know what's legal and illegal in the car modifying scene.
It turns out, in my area red and blue are illegal colors to project, nearly every other color is okay. The "To Project" part is the key word - my car was glowing red; red rope light adorned the back seat, under the seats, in the door panels, under the dash, under the car... but he said since he can't see any of the bulbs and that it's just reflected glow (essentially I'm not directly facing a bulb at anyone) it's all good.
For reference he also pointed out that I could project white and amber forward, amber/green to the sides, red to the rear (as a parking/brake 'assist' to be a technical loophole) and get away with all of it (ie green tire valve caps are okay).
blue and purple were a gray area because in our area, blue is reserved for police use only, though the projection of light rule applied (which was good, my friend's car was the exact opposite of mine in color)
just a .02, but chances are, green is acutally legal (the rest i highly doubt).

They are. Also, a lot of opponauts don't like them. Something about being chintzy or gaudy. I like them though, and would totally do that. My plan is to wire them to my E-brake signal and ACC power. I don't know why underglow was only cool for like 2 years, but I still like it (what can I say? I became a car guy during those two years. 2F2F styling is absolutely iconic to me). Watch, the style will come back around in like 30 years. Barret-Jackson will never be the same.
